Department of Mineral Resources is responsible for Chapter I: Mineral Management Policies as the secretary of the National Mineral Management Policy Commission, Chapter II: Minerals Committee and Provincial Minerals Committee, Chapter III: General Provisions, Chapter IV: Mineral Exploration, Chapter V: Mining, Chapter VI: Underground Mining, Chapter XII: Development and Promotion, and Chapter XVI: Transitory Provisions.

The rationale for the issue of this Act as of Mineral Royalty Rates Act, B.E. 2509 and Minerals Act, B.E. 2510 was enforced for long time, some provisions were not appropriate for the current situation which should be improved by integrating the principle of both Acts to be the single Act in order to systematically arrange the permission and collection of mineral royalty by specifying policies on mineral management leading to the parity of the economic development, society, environmental conservation, and public health. To specify permission criteria and regulation of mining to be proper to type and size of mining, promote the participation of the local government organization and community on mineral management, specify criteria for allocating benefits from minerals to the local government organization and community where the mining is located and the area impacted by mining, and specify the compensation to the owner if the land where the underground mining is conducted including specify criteria and method for collecting mineral royalty. Hence the enactment of this Act.
